Jacqueline Gartrell
Instructional Superintendent for Cluster V

Mrs. Jacqueline Gartrell is the Instructional Superintendent for Cluster V, where she supports principals and staff in the DC Collaborative for Change (DC3).
Professional Experience
Mrs. Gartrell came to DCPS after accumulating twenty plus years of experience in early childhood education as a teacher, consultant, and administrator. Her twelve years with DCPS include experiences as a teacher, principal and central office administrator.
Mrs. Gartrell has supported graduate students at George Washington University’s Graduate School of Education and Human Development, where she was also an instructor. Her experience also includes work as an adjunct professor at Trinity College, leading a Title I school, as well as an Autonomous World Cultures School.
Education
Mrs. Gartrell holds a master’s degree from Trinity College and a Bachelor of Science from the District of Columbia Teachers College. She has also studied at the Hampton Institute in Virginia, and the Principal’s Center at Harvard University.
