DC Unified Communications Center Wins NASCIO Award for Business Continuity and Disaster Recovery 

(Washington, DC) Mayor Adrian M. Fenty and District Chief Technology Officer (CTO) Vivek Kundra announced that the DC Unified Communications Center (UCC) has won a major national award from the National Association of State Chief Information Officers (NASCIO).

The UCC is a 127,000-square-foot, state-of-the-art emergency communications center completed by the District in September 2006. The groundbreaking project received NASCIO’s 2007 Recognition Award for Outstanding Achievement in the Field of Information Technology in the category of Business Continuity & Disaster Recovery.  The UCC was one of 11 winners selected from 107 nominations submitted by 30 states. “We’re very proud to win this important award,” said Mayor Fenty. “The UCC is a critical facility for customer service in the District and emergency management for the entire National Capital region.”

In a formal letter to Mayor Fenty, NASCIO President and Michigan Chief Information Officer Teri Takai said the Recognition Award acknowledges “programs that have made an important contribution to the operation of state government.”

The UCC was built by the District’s Office of the Chief Technology Officer (OCTO) to consolidate the command and control functions of the city’s emergency and non-emergency citywide call center, to help improve customer service through a consolidated citywide constituent call center, and to serve as a citywide emergency management center. It houses the DC Office of Unified Communications (OUC) and the DC Homeland Security and Emergency Management Agency (HSEMA). During major local and/or regional emergencies, the UCC will serve as a regional communications and coordination hub for first responders from the local, federal, and regional governments.

“The UCC incorporates the best in 911 and emergency management communications technology,” said DC CTO Kundra. “We’re proud of the OCTO project that built it and very pleased to be recognized with this award.”

In its first year in operation, the UCC has received and processed over 2.6 million calls. This figure includes emergency E911, non-emergency 311, and Mayor’s Call Center calls.

OUC Director Janice Quintana said, “The UCC helps us meet and exceed national 911 response standards and deliver prompt, effective customer service to District residents, businesses, and visitors.” 
The NASCIO award is the third honor won by the UCC. Last year the UCC won two other awards, the 2006 Construction Management Association of America (CMAA) Project Achievement Award for construction projects valued at $50-$100 million and the Washington Building Congress Craftsmanship Award.

DC HSEMA Director Darrell Darnell noted, “The UCC certainly deserves this important honor. It’s a world-class facility that positions us to communicate and coordinate with all our partners in any major emergency.”
