BACKGROUND: Mayor Gray outlined his New Economy strategy in his State of the District Address. HUBDC is a local-federal partnership that supports diversified and resilient businesses envisioned by the Mayor, and demonstrates his strategy. Through this national pilot, the District will partner with the federal government to maximize small business participation in SBA’s Historically Underutilized Business Zone (HUBZone) program.
