(WASHINGTON, DC) – Mayor Vincent C. Gray and other government officials today celebrated the completion of a $7.5 million project to reduce energy consumption at One Judiciary Square (OJS), one of the District's largest office buildings. Through the OJS Energy Retrofit Project, the building received a new energy-management system, digital controls and upgrades to the heating, ventilation and air-conditioning (HVAC) system. The District expects the upgrades to translate to a 20 percent savings in energy costs at OJS.
“This energy-and-cost-saving project is an example of smart government investment,” said Mayor Gray. “It created jobs immediately, saves the government money that would have otherwise been spent on energy bills and helps the environment in the long run. This ribbon cutting is a perfect end to our ‘Sustainable September’ initiative and demonstrates our city’s ongoing commitment to energy-efficient workplaces.”
Comprising 850,000 square feet, OJS is one of the largest buildings owned and operated by the DC government and hosts multiple agencies, including the Office of the Attorney General, the Department of Human Resources and other critical government functions. In addition to the end goal of saving money and energy, the project employed 21 District residents in construction jobs.
Officials from the DC Department of Real Estates Services (DRES), District Department of the Environment (DDOE) and Pepco Energy Services joined Mayor Gray at the ribbon cutting. DRES managed the project, which was primarily funded by the American Reinvestment and Recovery Act (ARRA) and administered through DDOE.
The contract to manage the retrofit was awarded through a competitive bidding process to Pepco Energy Services, a division of Pepco Holdings, Inc., and a national leader in energy-savings-performance contracting. Bell Architects and Vanderweil Engineering designed the project and Kramer Consulting served as the construction-management consultant. Construction began in early August 2010 and was completed ahead of schedule.
