(WASHINGTON, DC) – Mayor Vincent C. Gray today announced his appointment of an experienced public-advocacy attorney as the District’s People’s Counsel.

Sandra Mattavous-Frye has been nominated to the post, where she is currently serving in an acting capacity. The Office of the People’s Counsel educates, represents and protects D.C. utility ratepayers.

“Sandra has served in multiple capacities for nearly three decades at the Office of the People’s Counsel and knows the agency’s work from top to bottom,” said Mayor Gray. “I expect her to continue serving the people of the District of Columbia well with her experience and expertise.”

Sandra Mattavous-Frye served in multiple capacities in the Office of the People’s Counsel prior to being named Acting People’s Counsel. Most recently, she served as Deputy People’s Counsel from 2000 until this year. She has also served the agency as Director of Litigation, Energy Section Trial Supervisor and Senior Attorney. She has been admitted to the bars of the District of Columbia, the State of Maryland, the 3rd U.S. Circuit Court of Appeals, the District of Columbia Court of Appeals and the United States Supreme Court. She is a graduate of Howard University and the Antioch School of Law. She resides in Ward 5.
