Carl Jackson 

Associate Director of the Progressive Transportation Services Administration, District Department of Transportation

Carl Jackson

Mr. Jackson joins DDOT with more than 35 years of experience and education in transportation, operations, and management. Most recently he has served as the Director of Public Transportation for the City of Greenville, SC, where he was responsible for safety, budgeting, strategic planning and new technology development for the city’s transportation, paratransit and parking programs.

Prior to moving to Greenville, Mr. Jackson served as the General Manager and Chief Executive Officer for the Macon Transit Authority in Macon, Georgia, managing $500 million in fixed assets for the city’s transportation and paratransit system; the General Manager and Chief Operating Officer for Connex North America; General Manager of the Transit Operations Control Center in Chicago, IL; and Transportation Manager for the Long Island Railroad in Jamaica, NY.

He holds a BS in Management from Adelphi University, an MA and Advanced Graduate Certificate in Labor Relations/Management Studies from Stony Brook University, and an MBA from Long Island University.

“Carl’s strong academic foundation, leadership skills and vast experience in transportation will make him a great asset to PTSA and DDOT,” said Director Bellamy. “With a unique national and international perspective on transportation, transit and parking, he will bring fresh ideas to the District, which will ultimately boost DDOT’s status as one of the nation’s foremost transportation departments.”

Mr. Jackson will work closely with Director Bellamy and DDOT’s Chief Engineer Ronaldo “Nick” Nicholson on the development and construction of the DC Streetcar system. He will also manage PTSA’s work on the DC Circulator, Capital Bikeshare, carsharing, the School Transit Subsidy Program and the oversight of Metrorail and Metrobus.
