This Request for Proposals (RFP) is specifically for the preservation and maintenance of the District’s tunnel system, in quantities and at the locations identified by the District, to provide a safe, reliable service over the District’s tunnel system.

(Washington, DC) – The Government of the District of Columbia, Office of Contracting and Procurement (OCP), on behalf of the District Department of Transportation (DDOT), is seeking a contractor to provide Asset Preservation and Maintenance of DC Tunnels for the District of Columbia.
This Request for Proposals (RFP) is specifically for the preservation and maintenance of the District’s tunnel system, in quantities and at the locations identified by the District, to provide a safe, reliable service over the District’s tunnel system. The Offeror shall provide all personnel, material, equipment, machinery, and any other items needed to fulfill the requirements.
This is a federally-funded project.
A BID BOND IS NOT REQUIRED FOR THIS CONTRACT.
The evaluation criteria for selection are listed below:
- Technical/Innovation (20 Points);
- Staffing/Management/QC/QA/Past Performance
(40 Points);
- Price Criteria (40 Points);
TOTAL = 100 Points Maximum
The Asset Preservation and Maintenance of the DC Tunnel System Contractor agrees to ensure that DBE’s as defined in the 49 CFR Part 23, as amended, have the maximum opportunity to participate in the performance of individuality awarded task orders on this federally-funded contract and that he/she shall not discriminate on the basis of race, color, national origin, age sex or handicapped in the prosecution of this contract.

A pre-proposal conference has not been set to date, however, questions can be sent via email to: simon.rennie@dc.gov. Questions will not be responded to if received after September 17, 2012. Telephone contacts are not acceptable. Updates to this solicitation will be made available at ddot.dc.gov and ocp.dc.gov. If a pre-proposal conference is scheduled it will be posted on both websites.
