On October 5, 2012, new proposed regulations were published to regulate the licensing and operation of all street vending businesses and activities.
This proposed rulemaking amends the vending license regulations in order to achieve the safe, efficient, and effective management of vending throughout the District of Columbia. This proposed rulemaking includes provisions governing vending licensure, vendor operations, the designation of sidewalk and roadway vending locations, public markets, vending development zones, street photography, and solicitation from the public space. In addition, the proposed rulemaking amends the name of the chapter.
In order to allow for greater public transparency, the Department of Consumer and Regulatory Affairs is posting a document showing all changes made between the Third Notice of Proposed Rulemaking (published in the D.C. Register on October 5, 2012) and the previous Second Notice of Proposed Rulemaking (published in the D.C. Register on January 20, 2012).
UPDATE: Additional comments to the proposed vending regulations will be accepted from Friday, December 14, 2012 until 5 p.m. on Friday, December 28, 2012. The comment period is being reopened to allow the public further opportunity to submit comments.
