The Department of Consumer and Regulatory Affairs approved the pawnbroker license application submitted on behalf on 1st Cash Pawn ("Famous Pawn") on December 16, 2010 after months of deliberations and review. Because this case has been widely debated in the public, DCRA thought it was necessary to publish (documents are available below in related documents) all of the arguments presented in this case for maximize transparency regarding the agency’s decision.

The Department of Consumer and Regulatory Affairs recently approved a pawnbroker license application submitted by 1st Cash Pawn (doing business under the trade name "Famous Pawn") to operate at 7301 Georgia Avenue, NW.
Because this license application has been widely discussed in public meetings and online, DCRA is publishing the relevant documents related to the license application, including Advisory Neighborhood Commission comments; the license applicant’s response; the DCRA determination letter; and a D.C. Superior Court order dismissing a previously issued Temporary Restraining Order (the TRO was made moot after the Council enacted emergency and temporary legislation requiring ANC comments to a pawnbroker license application and that those comments by given “great weight” by the agency).
DCRA’s decision to issue the pawnbroker license came after a careful, months-long review by DCRA and the Office of the Attorney General of all the documents submitted by the ANCs and the applicant.
