The purpose of the Certificate of Occupancy is to ensure that the use of building, structure or land in the District of Columbia conforms to the Zoning Regulations, DCMR Title 11, and to the provisions of the DC Building Code, DCMR Title 12A. In most cases, no person is permitted to use a building, structure or land in the District of Columbia for any purpose, other than a single family dwelling, until a valid C of O for that use has been issued by DCRA. Even if a building has undergone an ownership change, DCRA requires the new owner to apply for and receive a new Certificate of Occupancy before occupying and/or conducting business in the premise.
Customers who come to DCRA with a completed application and required documents will move smoothly through the process. The simpler form and standardized review process will ensure that customers receive approval for their Certificate of Occupancy in a timely manner, sometimes within 24 hours of the application submission. Applicants should visit the DCRA website before coming to our Permit Center to make sure that they have all of the materials required for a complete application click here: Certificates of Occupancy and Zoning. Some types of Certificates may require building permits, tenant layouts our inspections to verify the building use and safety. DCRA staff is available at (202) 442-4400 to answer questions about any changes to the form or application process.
